Gora Makik SC, BT IX register big wins

ITANAGAR, Sept 13: Gora Makik SC and BT IX registered big wins in the Second Giogi Taya State Level Football Tournament -2013 at Rajiv Gandhi Stadium, Naharlagun today.

Gora Makik Team trounced Nyokum Lapang 4-1 in the first match while BT IX thrashed IG Park FC 6-0 in the second match of the day.

Lilang Bungo of Gora Makik SC scored in 62nd, 67th and 74th minutes to complete his hat-trick after Hage Kimo netted the first goal in 37th minutes.

Judi Bagang scored the lone goal for Nyokum Lapang  in 22nd minutes.

The scorers of the BT XI were Nige Zirdo (6 min), Toko Poliam ( 31st , 71st  min.), Rosan Ramching (53 rd min), Pura Byai (73rd min) and Rocky Ramching (79 min.)

APPDSU to launch Mission Education campaign

ITANAGAR, Sept 13:  With objectives to assess the ground reality of government education policies implemented at school level particularly in Capital Complex and Papum Pare district, All Papum Pare District Students Union (APPDSU) has decided to launch educational tour from 15th September next in the entire district covering schools within Capital Complex with the theme 'Mission Education.'

APPDSU will interact with the students and teaching faculties to assess the education scenario in the schools during its tour. In a press statement the union appealed to the teachers to present at their respective schools during the visit  so that exact data can be gathered by the union on education scenario.

 

Org demands cancellation of appointments

ITANAGAR, Sept 13:  Claiming that Superintendent Engineer (Coord) Electrical Circle No.1 Department of Power has illegally appointed many lower division clerk and peons violating the prescribed recruitment rules, Right to Information Bureau (RIB) under the banner of All Arunachal Contractor Welfare Association today demanded the authority to set an enquiry committee against the appointing authority so that action can be taken against them. It claimed that during the year of 1999-2004 many LDCs and Peons were appointed illegally.  Armed with RTI document, RTIB in its letter addressed the chief minister further sought for cancellation of the appointments made during that period. It also appealed to the government to give direction to the department for fresh advertisement against the said posts.

 

Relief sought for fire victims

AALO Sept 13: In a fire mishap that occurred at Pessing village under Jomlo-Mubok circle, four MIBT and three OBT dwelling houses were completely gutted at  around 12.45 Hrs yesterday.

Dorjee Nima, DDMO and CO Jomlo-Mubok rushed to the spot to assess the actual situation and gave immediate relief to the victims. No casualty has been reported and the cause of the fire is not known. Property worth crores is reported to be damaged in the fire accident. The detail reports on loss of property for onward submission to Govt. are being worked out through a board. DIPRO

Meanwhile All Siyom Banggo Students' Union (ASBSU) has appealed to the state government to provide immediate relief to the victims of fire accident in Pessing Jomlo Circle of West Siang dist yesterday.

It is reported that more than seven houses were gutted in the fire along with properties.

 

Sonam distributes relief to fire victims

ITANAGAR, Sept 13: Arunachal Pradesh Building and Others Construction Workers Welfare Board APB&OCWWB Chairman Jalley Sonam said that students should learn good things from teachers, elders and friends. Sonam was addressing the awareness camp organized by All Arunachal Pradesh Workers Union Aalo unit at Jomlo Monku, Aalo, in West Siang on 13th September 2013 last.

Terming the students as future of the nation builder, he said, "Future of the country lies on students' hand and you should shoulder the responsibility carefully."

APB&OCWWB Chairman further highlighted the benefits provided by the Workers Board and appealed the workers to get registered themselves to avail the opportunities.  District Labour Officer Lee Ete in his address also highlighted the various schemes for workers under the Board and urged the workers to  avail the benefits under the board. Later Sonam distributed relief materials to fire victims at Pessing village where 6 houses were reportedly gutted down on Thursday last.

 

Press fraternity demands fast-tract-court trial of scribe shooting case  

ITANAGAR, Sept 13: The Arunachal Pradesh Union of Working Journalists (APUWJ) and Arunachal Press Club (APC) have expressed satisfaction over the surrender of the alleged main conspirator of the scribe shooting case Yumlam Achung.

Both the organizations in a joint release lauded the Capital police for building constant pressure over the accused leading to his surrender.

While demanding stringent punishment to the accused as per the law, the duo organization said that the case should be trialed in a fast track court on priority basis.

Further appealing not to grant bail to the three accused, it said, punishment to this particular case should be such that it should set an example for all those who think they can bog down freedom of press.

 

'Malinithan shown as part of Assam'

ITANAGAR, Sept 13: Claiming that Malinithan located in Likabali under West Siang district has been shown as part of Assam (Silapathar) in the August, 2013 edition of "Discover Arunachal," Galo Students' Union (GSU) has lodged a complaint with Secretary Tourism, GoAP against the state tourism department for the 'deliberate' mistake.

Criticizing the Tourism Department for the appalling irresponsibility, GSU demanded to immediately stop further circulation of the magazine (of August, 2013 issue).

While demanding for rectification of the mistake in the next issue, the students union also sought an inquiry into the matter within 15 days and action against the erring person.

 

Arunachal to host NE Inter-State, Open Badminton Championships

ITANAGAR: Sept 13: Arunachal State Badminton Association (ASBA) under the aegis of Badminton Association of India (BAI) will organize the 17th North East Zone Inter-state Badminton Championship for both boys and girls (Senior and Junior) and North East Zone Open Badminton Championship for boys and girls here from October 23 -26 next.

Around 400 players entire NE states are expected to participate in the championships, ASBA Joint Secretary cum spokesperson Bamang Tago informed in a release.

Host Arunachal Pradesh will field an eleven-member team in the prestigious championship. All the selected players are being trained by expert coaches, Tago said.

Meanwhile, ASBA in a meeting held under the chairmanship of Gaken Ete, Secrretary (ASBA) has constituted an organizing committee to conduct the ensuing mega event a grand way.

'Mehnat ka phal mitha hota hai'

NAHARLAGUN, Sep 13: Mehnat ka phal mitha hota hai (Labour is always rewarding), said Chief Municipal Councillor Higio Aruni while inaugurating a 14-day entrepreneurship development programme (EDP) on 'artificial flower making' here today.

Terming unemployment as the biggest challenge of 21st century aggravated by rising school drop out rate in Arunachal Pradesh, she said that the frustrated ones ruin their lives for lack of earning opportunities.

Such EDPs could be the panacea to tackle unemployment menace confronting, she said, and exhorted the 30 trainees including young women and mothers to be work hard sincerely to learn the intricacy of the trade from National Youth Project (NYP) master trainer Subu Anga to make the finished products marketable to boost their income.

She lauded the state branch of NYP and union ministry of micro, small & medium enterprises (MoMSME) for conducting the EDPs to skill the people and supplement the GoAP efforts in that direction.    

"Take up the EDP as a naya raha (new direction) as no work is inferior", said councillor Taba Yal Nabam and advised the trainees to take up the training seriously.

"If Gujratis could fly Indian trade flag globally and scrap dealer Dhirubahi Ambani's son Mukesh Ambani, founder of Reliance Industries, could become the richest Indian, why cant's you earn a decent life? Businessman are preferred bride groom in Gujarat unlike GoAP employee in Arunachal and this has to change as a government employee earns fixed salary unlike a trader who has no limit," reasoned Taba Yal, the state singer. She sought the support of NYP and MoMSME to conduct more EDPs in Itanagar area.

MoMSME programmes have huge scope for self-employment avenues, said assistant director in-charge of the state, Pranab Kumar Das, adding "our EDPs are conducted from time to time in different parts of the state."

Earlier, NYP president Hari Pado Biswas and vice president Pradeep Kumar highlighted the objective and benefit of the EDP. NYP since last three years has skilled 31,747 illiterate, school drop outs and working mothers with the help of various central sponsored to improve their income, they said.

 

 

Aalo-Mechukha road restored

ITANAGAR, Sept 13: Road communication to Mechukha, which got disrupted seven days ago, has been finally restored yesterday by the Border Roads Organization (BRO).

Road communication to Mechukha from Aalo was totally cut off for a week due to washing away of road and bridges by flash flood triggered by unprecedented rainfall at Tato circle on the night of September 5-6, informed Headquarters 44 BRTF (GREF), in a release.

 The under construction RCC bridge (at Km 3.427) along Tato-Mechukha road has collapsed as its supporting staging was washed away by Kangi Nallah. The Bailey bridge launched at Km 14.93 has also suffered heavy damage, the release said adding that BRO was carrying out road restoration work on a war-footing by engaging its available resources.

 

 

AAPSU resents delay in land allotment process

ITANAGAR, Sept 13: The All Arunachal Pradesh Students' Union (AAPSU) has criticized the state government for delaying the issuance of land allotment of various residents of Capital Complex.

In a release, it said, many cases of land allotment applications are lying pending in the lockers of directorate of land management since last 25-30 years. We have been informed that there is rampant corruption in land department which is intolerable and compelling this union to initiate agitation against the officials of land department.

Expressing annoyance that nothing has been initiated yet by a six-member committee formed by the Capital DC to dispose off cases of land allotment including transfer of land from one person to another, land possession certificate, issuance of duplicate land passbook and sketch maps etc, it urged the ADC Capital who is the chairman of the committee to comply with the order.

Also asking the directorate of land management to speed up the process of disposing off all the land related cases at the earliest, it warned of initiating rigorous democratic agitation against the department if the demand is not fulfilled.

AAPSU further demanded the state government to properly demarcate all government establishments in the state so that there are no encroachments inside public premises.

In the meantime, an AAPSU team led by its convenor Tadar Kakum and secretary (RTI) Tukfi Riang today distributed 40 fans to the Govt. Hr. Sec School, Polo Colony, Naharlagun.

The AAPSU appealed to the GoAP to renovate the dilapidated infrastructure of all govt schools and colleges in the State.

 

 

Sr. Pathologist Dr. Tawsik leaving for UK

ITANAGAR, Sept 13: Dr. Sopai Tawsik, Senior Pathologist (SG) of Arunachal State Hospital, Naharlagun is leaving here for United Kingdom on September 15 to undergo one month fellowship in Cancer Registry and Epidemiology at N. Ireland Cancer Registry, in Queen's University, Belfast, UK from September 16.

He has been awarded International Cancer Technology Transfer Fellowship by Union of International Cancer Control (UICC) which is supported by a group of cancer organizations in Europe, North America, Australia and the National Cancer Institute (NCI, USA) on invitation from Queen's University. The entire expenses in connection of his fellowship will be met from the scholarship sanctioned by UICC.

The N. Ireland Cancer Registry in Queen's University Belfast is recognized as a high quality cancer registry achieving entries in cancer incidence in 5 continents for all its data since 1993. It has an excellent record as an electronic registry collating data to International standards and engaged in research. Dr. Tawsik has been engaged in research project entitled "Population Based Cancer Registry (PBCR)" covering the Western Arunachal Pradesh under the aegis of National Cancer Registry Programme of Indian Council of Medical Research (ICMR) since 2010. He is also project officer of "Development of an Atlas of Cancer Project in North-East India".

The fellowship will be very useful in enhancing his expertise and skill in carrying out research project back home.

 

 

Delay in 'Bogibeel bridge' project resented

SILAPATHAR (Assam), Sept 13: The people of North Assam and Upper Arunachal districts have resented the inordinate delay in completion of 'Bogibeel Bridge cum rail-road project' over Brahmaputra River in upper Assam and 'Gauge Conversion' works of the Rangiya-Murkongselek railway.

Several hundreds members All Assam Students' Union (AASU), Dhemaji unit district today staged protest before Deputy Chief Engineer's office of NF Railway at Silapathar and demanded the authority for speedy construction of the rail projects. In the earlier too, the union had protested against tardy progress of the works.

The Bogibeel Bridge, if completed, will not only link North Assam with Upper Assam but also strengthen the country's security.

Scheduled to be completed in 2016, the 4.94 km rail-cum-road bridge, a product of the 1985 Assam Accord and being implemented by the North East Frontier Railway, will provide connectivity to upper Assam and Arunachal Pradesh and cut down the distance to the international border with China by 10 hours.

The project has been running since the "Assam Accord" signed on August 15, 1985, between the Centre and AASU and the Asom Gana Sangram Parishad that had spearheaded a decade-long movement against the influx of Bangladeshis into the state.

The foundation of the bridge was laid in 2002 by then Prime Minister HD Deve Gowda and the project was supposed to be completed in seven years. Prime Minister Gowda's successor Atal Behari Bajpayee inaugurated the bridge construction at Dibrugarh. But lack of fund and attention had kept the project idle till 2007, the year it was granted national status.

The construction work of the sub-structure of the bridge was awarded to Gammon India Ltd in April, 2008 while the work on the superstructure was awarded partially to Hindustan Construction Company, a German company, and Bangalore- based VNR.

On the other hand, inordinate delay in gauge conversion works of Rangiya-Murkongselek rail route evoked massive public concern from the people of Siang belt and North-Assam districts. The NF railway, which came up in 1962 during the Chinese aggression for transportation and mobilisation of security forces in Arunachal Pradesh, has not been spruced up even after five decades.

The Rangia- Murkogselek BG conversion project was one of the two major rail projects in Assam announced by Prime Minister Manmohan Singh during 2010. The estimated cost of the project is Rs 915.70 crore.

 

 

Narendra Modi anointed BJP PM candidate

State BJP  celebrates

NEW DELHI, Sept 13: Narendra Modi, a staunch proponent of Hinduvta, was on Friday anointed BJP's prime ministerial candidate for the 2014 Lok Sabha polls, ending months of suspense over his elevation amid stiff opposition by party patriarch L K Advani.

The announcement was made by BJP chief Rajnath Singh after a meeting of the party's parliamentary board which was skipped by Advani who expressed "anguish" over the way the party was functioning.

Except Advani, the meeting of the 12-member board was attended by other leaders like Sushma Swaraj, Murli Manohar Joshi, Arun Jaitley and Nitin Gadkari.

The decision on Modi came on a day of fast-paced developments and back-to-back meetings and last minute efforts to bring around Advani, Joshi and Swaraj.

Making the announcement, Rajnath Singh said the decision had been taken by the parliamentary board as per the party's tradition.

The party had announced its prime ministerial candidate in 2009 elections also, he noted at a press conference here.

Modi, who will turn 63 next Tuesday, said he will work tirelessly to ensure that BJP wins the 2014 elections.

Giving a slogan "nayi sonch, nayi ummeed" (new thinking, new hope), he said the party will work for good governance and development while fighting against corruption and price rise.

Modi, flanked by Rajnath Singh, Joshi, Swaraj, Jaitley, Ananth Kumar among others, said the country is going through a "crisis" and the countrymen should support BJP to emerge from this situation.

The Gujarat strongman sought blessings of crores of people from Kashmir to Kanyakumari to help BJP win.

He thanked party leadership and workers for reposing faith in him. He also expressed gratitude to NDA allies for supporting him through telephone calls.

ITANAGAR: BJP Arunachal Pradesh along with its district units today welcomed the declaration of Narendra Modi as the BJP led NDA Prime Ministerial candidate for ensuing Lok Sabha Election 2014.

While rejoicing the decision of the Party's Parliamentary Board, state BJP president Tai Tagak said it was eye opener for the people of the country as well as state how the BJP Party is upholding the democratic value in  true spirit in building a consensus within the party for selecting the Party Prime Ministerial candidature. Through this decision, BJP honoured the inner voice of countrymen including youths and women, Tagak said.

 

 

BJP alleges non-recovery of fund under Swan project

ITANAGAR, Sept 13: Citing the CAG report for the year ended March 2011, Bharatiya Janata Party (BJP) Arunachal Pradesh today said that state could not recover huge outstanding advance from a firm even after many years from the date of granting the advance in April, 2007 due to negligence of State Council for Science and Technology.

State Council for Science and Technology had paid an advance to a contractor without entering into an agreement resulting in non-recovery of Rs 223.506 lakhs and interest of Rs. 46.50 lakhs under the State Wide Area Network (Swan), which is one of the core infrastructure projects under Information Technology launched by the Government of India, BJP said.

Giving details of the project, the party said that the union ministry of communication and information technology had released grants of Rs 815 lakhs for preparation of Swan points of presence (POPS) in December 2005 as per the proposal submitted by the state Govt.

The BJP quoting the CAG report claimed that  the works for site preparation of  117 POPS  was awarded directly to a New Delhi based Firm in March 2007 amount to Rs 775.02 lakhs without entering into any agreement/memorandum of understanding (MOU) with the stipulation to complete the work by December 2007. While awarding the work, the concerned Department did not invite any tender ascertaining the lowest competitive market rate available, if any, thereby grossly violating Provisions of Rule 129 (i) (iv) of the GFRS and Section 141 of the CPWD works manual, the party alleged.

 "The CAG further revealed that the firm took up only preliminary work of survey and investigation, the DCMS paid an advance of Rs. 232.51 lakhs in April, 2007, being 30 percent work value of Rs. 775.02 Lakhs, without any bank guarantee or any other form of security. Therefore, the firm did not execute any further work except for a POP in Itanagar, which was also found to be sub-standard and not according to specifications, as mutually agreed upon," the BJP said.  

The BJP further disclosed that the firm was warned in August 2007 of departmental action for dilatory tactics and failure to complete the work in time. Despite this, the firm did not show any progress of work even after lapse of 11 months  and ultimately the  work order was cancelled with effect from 12th Feb. 2008 as per clause 8 of the terms and conditions of work  orders.

The firm was asked during February 2008 to refund the advance of 232.506 Lakhs along with interest of Rs. 46.50 Lakhs, on the basis of interest for four years. However, the firm did not respond to department request as of October' 2011, the BJP Spokesperson Techi Necha claimed in a release adding “the matter was referred to the Government on June 2011, no reply has been received October, 2011.”   

 

 

NSUI state unit continues college tour

ITANAGAR, Sept 13: After touring colleges of West and East Siang districts, the state unit of National Students' Union of India (NSUI) visited Wangcha Rajkumar Govt. College in Tirap, Rangfra Govt. College in Changlang, Indira Gandhi Govt. College in Tezu, ITI College in Kharsang and ITI College in Roing.

Interacting with the students, president Kirbe Dulom exhorted that NSUI has a big role in the state particularly for overall welfare of the youths which is being supported by UPA led Congress Government in the Centre as well as in the State.

He further promised to extend all possible support and cooperation in bringing more awareness for positive change.

The students requested the visiting group to organize more such awareness in the district as they understand the youths have vital role in the Society in today's modern age.

NSUI state unit in a bid to encourage students, toppers of the respective colleges were felicitated.

The unit has now proceeded towards colleges in East and West Kameng districts.

Violence against women preventable

A UN study of 10,000 men in Asia and the Pacific found that overall nearly half of those men interviewed reported using physical and/or sexual violence against a female partner, ranging from 26 percent to 80 percent across the sites studied.  Nearly a quarter of men interviewed reported perpetrating rape against a woman or girl, ranging from 10 percent to 62 percent across the sites.

Men were interviewed across nine sites in Bangladesh, Cambodia, China, Indonesia, Sri Lanka and Papua New Guinea. The study, entitled ‘Why Do Some Men Use Violence Against Women and How Can We Prevent It? Quantitative Findings from the UN Multi-country Study on Men and Violence in Asia and the Pacific’ was conducted by Partners for Prevention, a regional joint programme of the UN Development Programme (UNDP), the UN Population Fund (UNFPA), UN Women and United Nations Volunteers (UNV) programme in Asia and the Pacific. It asked men about their use and experiences of violence, gendered attitudes and practices, childhood, sexuality, family life and health.

“This study reaffirms that violence against women is preventable, not inevitable” says James Lang, Programme Coordinator, Partners for Prevention. “Prevention is crucial because of the high prevalence of men’s use of violence found across the study sites and it is achievable because the majority of the factors associated with men’s use of violence can be changed.”

Regarding rape, the study found men begin perpetrating violence at much younger ages than previously thought. Half of those who admitted to rape reported their first time was when they were teenagers; 23 percent of men who raped in Bougainville, Papua New Guinea, and 16 percent in Cambodia were 14 years or younger when they first committed this crime.

Dear Editor,

The 13th September issue of your daily has really brought good news. First, surrender of main accused in Tongam Rina shooting case. I know it has taken long time to bring out the culprit but still the officer and his team deserve a grand applause. They have made us proud. Secondly, the termination of two SSA teachers by Chanchal Yadav, DC Changlang is really the news we were waiting. The implementation of SSA scheme has already ruined the education scenario of our state. One way to tackle the problem is by doing what DC of Changlang district has done. I am optimistic of reading such good news in near future.

Keep us in mind

Dear Editor,

It would be worth mentioning that our Chief Minister Nabam Tuki whenever he addresses his fellow citizens of Arunachal insists on them to take up Agriculture and horticulture based business as he knows that it is the way how we can be independent entrepreneur. The view of  CM is really appreciably as its of utmost truth that  agri-horti based business can really make a person, society or even state gain financial independent.  Our state does not have its own mean of finance and we are dependent on centre for financial stability. The real sense of my letter is that whereas our C.M insists on people to take up Agri-Horti activities, we the unemployed students of Agri-Horti is lying ideal with no placement both in government or private sector. Even to boast our moral there is no provision for us to seek financial help from state agency to carry out agri-horti based business. All our knowledge seems to be going in vain as we don't have the means to use it. It has been more than 3 years there is no any job call in horticulture, maybe the back door of placement is open for some but unfortunate for us who seeks a front door entrance there seem no way. So it is my humble request to our Chief Minister Sir that the next time when he delivers speech and convinces the fellow Arunachalee to be serious regarding agri-horti based business please say a few words regarding us.

What next?

Dear Editor,

It was refreshing to read news report about main conspirator of Tongam Rina case surrendering himself in the court. Am sure it must have been possible due to constant pressure by capital police. SP Nabam Gungte and his team deserve some appreciation in this regard. In recent past citizens of state capital has been losing faith on capital police for failing to maintain law and order. However such news will bring confidence among citizen and police will find its rightful place in the heart of citizen. Big round of applause to Arunachal Press Club and Arunachal Pradesh Union of Working Journalist for relentlessly pursuing Tongam Rina case even when rest of state almost forgot it.

The big question is what next? Is Yumlam Achung really the main accused and if so what is the reason for it? Have he acted alone or there are someone else behind him? Police need to properly interrogate him and do investigation without biasness. Tongam Rina case is close to every citizen and therefore we all are waiting to see that this brave young lady get justice. She is pride of state and has contributed a lot through her honest journalism. If state police and law enforcing agency is not able to give justice to Tongam, then it will hurt every Arunachalee.

Concentrate in student welfare

Dear Editor,

This is in response to recent news items published in your esteemed daily about land affected forum of capital complex and statement by AAPSU president on land encroachment issue. The later should pursue student related issues which would benefit student community, which would be appreciated rather than this land issue, which is totally public affair. Even if he acts as a general public, he should not use name of APPSU.

Therefore kindly my dear student leaders of state please take up the issues related to student welfare. And don't give bandh calls rampantly as it mainly effect academic life of students, not the leaders of these unions as leaders in students union are not all student in reality but they are more like contractor nowadays.
